does all body hair grow at the same rate or does each folicle control its own hair as in the length to which it will grow.

If all the follicles kept growing at the length of our hair on head sure we all would appear relatives of wild bears. Yes every part of the body has its own growth length. In fact they also have growth pattern %26amp; different thickness. Like hair on eye lashes are softer %26amp; curled where as beard hair formation is almost straight.

I'm pretty sure it all grows at the same rate, but it might not all start at the same time and some hairs get pulled out so they have to start over.
